Why does Shorty Rossi need a service dog?

Just a FYI: Having a calming influence does not make the dog a service dog. According to the ADA, a dog that makes a person feel better just by being there is not a service dog. The calming influence is a benefit but has zero affect on making him a service dog. But, it does sound like the dog is a mobility dog, which is very legit.
