Problem with mouse scrolling after XP install?

I just had to reinstall Windows XP--now when using my mouse wheel, doents (e.g. MS Word) & web pages don't scroll smoothly. They more or less ripple up & down like waves, slowly. Also happens when using scroll bar to right of screen. Mouse is a Logitech. Mouse worked before the reinstall. could this be in the setting or is it the mouse?
