Is it legal/ethical for a doctor to NOT acknowledge a change in prescription dosage to your pharmacist?

My Primary doctor prescribed a low dosage pain prescription, which was ineffective. When I told this to my primary, she told me to double the dosage. When I went to refill the script, it was too soon, by the original dosage. I have subsequently been prescribed something stronger by my specialist for when the pain is severe. Now my primary refuses to acknowledge she changed my dosage to my pharmacy. Or actually the office manager told me I don't need the higher dose because I have stronger medicine. REALLY, can they do that?
