Restor druids level up in wow?

Currently, I am playing a resto druids in wow. I chose it because I like healing in raids. But I heard that resto druids have a hard time leveling up. But I also know that we can relearn the talents by 1 gold at the very first time. So does that mean that I can build up the feral tree at the beginning in order to accelerate lvling, then after I reach high levels, I can just relearn my talent tree to be my favorable resto durid?
