Can my 1sgt promote me to E3 to E4? Army?

I have 18 months TIS and been doing my job 10 mths now. I'm in a E-6 Position as the supply sergeant and doing a great job. I really want to make SPC. Am I eligible for a waiver or can my CO or 1sgt just pin me do to the position im in. Anything will help thanks.
